The Supreme Court will hear arguments Wednesday on whether prison inmates may use a federal civil rights law to get DNA testing that was not performed before their conviction. Prosecutors in Skinner’s case have refused to make some evidence available for DNA testing, including knives from the scene and a jacket next to one of the bodies. The arguments come seven months after the Supreme Court spared Skinner just an hour before he was to go to the death chamber.
