Our problem is that if we can request the Manila LCR to send to our end the Birth certificate of Russell Bayot Rubibis with in the time limit. The other problem is that what if the Chinese General Hospital did not submit his name to NSO .... my son was born in cebu, since my husband is in the u.s.a right now, he just sent an acknowledgement of paternity signed by the consul there. the local civil registry here in cebu said that it needs to be stamped by the national civil [more...]

On May 1, 2007, my client signed a voluntary acknowledgment of paternity ("VAP"). The mother of the child had convinced him at that time that he was the father. Recently, certain comments made by the mother have led my client to believe that he was not the father. So, he took the child to the clinic for a paternity test.
